Downtown Burbank Specific Plan

This Specific Plan provides a responsible, long-term strategy for responding to the rising cost of living and housing scarcity in Burbank. The City intends to introduce 12,000 new dwelling units citywide by the year 2035, up to 5,626 units of this in the Downtown Burbank TOD Specific Plan area. The Specific Plan coordinates these goals with the existing Burbank Downtown Metrolink Station and Metro’s proposed North Hollywood to Pasadena Bus Rapid Transit (BRT) to ultimately realize a mixed-use, multi-modal district. The Plan identifies a number of underutilized sites within the Plan Area as opportunities for infill and intensification, which are anticipated to be developed during the Specific Plan’s 15-year planning horizon. The existing zoning code and zoning map are amended to facilitate this process of urbanization.
